Due to the uneven social and cultural development in China there are many illiterates of which over 70% of these are women.
Girls of today will be the future mothers. The quality of mothers affects the future quality of the whole nation. Therefore the elevation of the quality of the women must start with the education of the girls. Hence Spring Bud Project coming into being in 1989. The Project is a social welfare project, which was launched and implemented by CCTF to help the dropout girls from poor families to return to school.

The shocking fact provoked deep reflection about girls education condition in rural area of China. Girls are very often deprived of educational opportunity by their parents due to poverty and gender bios in rural area. Girls without education are married very young.
In 1989, CCTF launched the "Spring Bud Project", which aimed to assist girls in poverty-stricken regions without access to education and to help them get back to school. According to an independent agency survey, during the past 18 years the Spring Bud Project has successfully helped sponsor the education and practical skills training of over 1,700,000 girls around China.
